| Dean Dickey General Manager Mr. Dickey has served as General Manager since June 2005. Prior to his appointment as General Manager, Mr. Dickey served as Director of Utilities for the City of Sunrise in South Florida, a regional utility which serves four cities and a population of 215,000. Prior to that, Mr. Dickey was Executive Director of the Central Wyoming Regional Water System. He is a retired Army Officer, having served in the U.S. and overseas with the U.S. Army Corps of Engineers. |  | Leslie Griffith Deputy General Manager Ms. Griffith has served as the Deputy General Manager since April 2006 and prior to that as the Director of Finance since March 1997. Prior to her employment with the Authority, Ms. Griffith served as Director of Finance for Loudoun County Sanitation Authority. Ms. Griffith received a B.S. in Accounting and Finance from Virginia Polytechnic Institute and State University in 1979. She is a Certified Public Accountant. |  | Lyle Beefelt Director of Management and Budget Mr. Beefelt has served as Director of Management and Budget since June 2006. Prior to that, Mr. Beefelt was employed for eighteen years as the Financial Analyst and Senior Financial Analyst in the Division of Finance. Mr. Beefelt received a B.A. in Economics from Brigham Young University in 1984. Prior to joining the Authority, he was Communications Director for the Latin America Bureau of the United States Agency for International Development. Mr. Howell received a B.A. in Communications from George Mason University in 1998. Prior to her employment with the Service Authority, Ms. O’Quinn held the position of Director of Economic Development and Deputy County Administrator for King George County (VA) Government. She also served as the Director of Human Resources and Deputy Director of Utilities for Spotsylvania County (VA) Government. Ms. O’Quinn received a B.A. from Emory & Henry College and a M.B.A. from Strayer University in 2002. Ms. O’Quinn also holds a certification in Employee Benefit Plan Administration from Georgetown University and is certified as a Professional in Human Resources through the Society for Human Resource Management. Mr. Weber is a registered professional engineer and a diplomat in the American Academy of Environmental Engineers.
