Dean Dickey
General Manager

Mr. Dickey has served as General Manager since June 2005. Prior to his appointment as General Manager, Mr. Dickey served as Director of Utilities for the City of Sunrise in South Florida, a regional utility which serves four cities and a population of 215,000. Prior to that, Mr. Dickey was Executive Director of the Central Wyoming Regional Water System. He is a retired Army Officer, having served in the U.S. and overseas with the U.S. Army Corps of Engineers. Mr. Dickey is a West Point graduate and received an M.S. in civil engineering from the University of Virginia in 1988.

Leslie Griffith
Deputy General Manager

Ms. Griffith has served as the Deputy General Manager since April 2006 and prior to that as the Director of Finance since March 1997. Prior to her employment with the Authority, Ms. Griffith served as Director of Finance for Loudoun County Sanitation Authority. Ms. Griffith received a B.S. in Accounting and Finance from Virginia Polytechnic Institute and State University in 1979. She is a Certified Public Accountant.

Astrid Nelson
Director of Finance/Customer Service

Ms. Nelson has served as the Director of Finance since June 2006 and prior to that as the Accounting Manager since September 2003. Prior to her employment with the Authority, Ms. Nelson was an auditor for Deloitte & Touche, LLP. Ms. Nelson received a B.S. in Accounting from George Mason University in 1998. She is a Certified Public Accountant.

Lyle Beefelt
Director of Management and Budget

Mr. Beefelt has served as Director of Management and Budget since June 2006. Prior to that, Mr. Beefelt was employed for eighteen years as the Financial Analyst and Senior Financial Analyst in the Division of Finance. Mr. Beefelt received a B.A. in Economics from Brigham Young University in 1984.

Keenan Howell
Director of Communications

Mr. Howell has served as Director of Communications since November 2006. Prior to joining the Authority, he was Communications Director for the Latin America Bureau of the United States Agency for International Development. Before entering international development work, Mr. Howell was a television news reporter and producer as well as a radio news announcer. Mr. Howell received a B.A. in Communications from George Mason University in 1998.

Theresa O’Quinn
Director of Human Resources

Ms. O’Quinn has served as Director of Human Resources since January 2009. Prior to her employment with the Service Authority, Ms. O’Quinn held the position of Director of Economic Development and Deputy County Administrator for King George County (VA) Government. She also served as the Director of Human Resources and Deputy Director of Utilities for Spotsylvania County (VA) Government. Ms. O’Quinn received a B.A. from Emory & Henry College and a M.B.A. from Strayer University in 2002. Ms. O’Quinn also holds a certification in Employee Benefit Plan Administration from Georgetown University and is certified as a Professional in Human Resources through the Society for Human Resource Management.

Don Pannell
Director of Operations & Maintenance

Mr. Pannell served as the Deputy Director of Operations & Maintenance since October 2005 and as the Director since January 2007. Prior to his employment with the Authority, Mr. Pannell served as the Collection and Distribution Manager for the City of Manassas. Mr. Pannell received his B.S. in Civil Engineering from Virginia Polytechnic Institute and State University in 1992 and his Master of Engineering degree from Old Dominion University in 1997.

Jim Pflugshaupt
Director of Information Technology

Mr. Pflugshaupt has served as Director of Information Technology since 1995. Prior to that, Mr. Pflugshaupt was employed for six years as the Systems Analyst in the Division of Administration. Mr. Pflugshaupt received a B.S. in E-Business from the University of Phoenix in 2004 and a Masters in Information Systems from the University of Phoenix in 2008.

Charles Weber
Director of Engineering & Wastewater Treatment

Mr. Weber has served as Director of Engineering & Wastewater Treatment since December 1998. Prior to his employment with the Authority, Mr. Weber was a consulting engineer for 25 years, most recently as President of Patton Harris Rust & Associates, a civil and environmental engineering firm. Mr. Weber is a registered professional engineer and a diplomat in the American Academy of Environmental Engineers. He received a B.S. in Civil Engineering in 1968 and a M.S. in Environmental Engineering in 1972 from the University of Illinois, as well as a Masters in Business Administration from George Mason University in 1983.
