Dean Dickey

Dean Dickey
General Manager

Mr. Dickey has served as General Manager since June 2005. Prior to his appointment as General Manager, Mr. Dickey served as Director of Utilities for the City of Sunrise in South Florida, a regional utility which serves four cities and a population of 215,000. Prior to that, Mr. Dickey was Executive Director of the Central Wyoming Regional Water System. He is a retired Army Officer, having served in the U.S. and overseas with the U.S. Army Corps of Engineers. Mr. Dickey received a BS from West Point and an MS in Civil Engineering from the University of Virginia.

Don Pannell

Don Pannell
Deputy General Manager, Planning and Program Management

Mr. Pannell has served as the Deputy General Manager for the Planning and Program Management since July 2019. He began his employment with the Service Authority in 2005, having previously served as both the Director and the Deputy Director of Operations & Maintenance. Prior to his employment with the Service Authority, Mr. Pannell served as the Collection and Distribution Manager for the City of Manassas. Mr. Pannell received his BS in Civil Engineering from Virginia Polytechnic Institute and State University and a master’s degree in Engineering from Old Dominion University. He is a Registered Professional Engineer.

Astrid Nelson
Chief Financial and Business Operations Officer (CFO)

Ms. Nelson has served in her current role since September 2019. Since joining the Service Authority in 2003, she has served in roles of increasing responsibility including Chief of Strategic Business Initiatives, Director of Finance and Accounting Manager. Prior to joining the Service Authority, Ms. Nelson was an auditor for Deloitte & Touche, LLP. Ms. Nelson received a BS in Accounting from George Mason University and is a Certified Public Accountant.

Theresa O'Quinn

Theresa O’Quinn
Chief Human Resources Officer (CHRO) and Special Assistant to the General Manager for Legislative and Governmental Affairs

Mrs. O’Quinn has served as Chief Human Resources Officer since February 2020. Since her employment in 2009, she has taken on increasing responsibilities including Organizational Development, Employee Safety, and Legislative and Governmental Affairs. Prior to her employment with the Service Authority, Mrs. O’Quinn held the position of Director of Economic Development and Deputy County Administrator for King George County Government. She also served as the Director of Human Resources and Deputy Director of Utilities for Spotsylvania County Government. Mrs. O’Quinn received a BA in Business and Economics from Emory and Henry College and a MBA from Strayer University. Mrs. O’Quinn also holds a certificate in Employee Benefit Plan Administration from Georgetown University and is certified as a Senior Professional in Human Resources by both the Society of Human Resource Management and the Human Resources Certification Institute.

Brandon Pfleckl

Brandon Pfleckl
Chief Information Officer (CIO)

Mr. Pfleckl leads the Service Authority’s Information Technology (IT) Division, Enterprise Asset Management (EAM) Division, and utility planning frameworks. Prior to being selected as CIO, Mr. Pfleckl served in multiple technical and leadership roles within the IT and EAM Divisions. He received a BS in Environmental Science & Geology from Mary Washington College and a MS in Geographic & Cartographic Sciences from George Mason University. Mr. Pfleckl is also a Certified Project Management Professional and Geographic Information System Professional.

Lyle Beefelt

Lyle Beefelt
Director of Management and Budget

Mr. Beefelt has served as Director of Management and Budget since June 2006. Prior to that, Mr. Beefelt was employed for eighteen years as the Financial Analyst and Senior Financial Analyst in the Division of Finance. Mr. Beefelt received a BA in Economics from Brigham Young University.

Samer Beidas
Director of Engineering and Planning

Mr. Beidas has served as Director of Engineering & Planning since May 2013. Prior to joining the Service Authority, he was the Public Works Director for the Town of Purcellville and General Manager of the Department of Environmental Services for the City of Falls Church. Mr. Beidas received a BS in Civil Engineering with Construction Option and MS in Civil Engineering from North Carolina State University. He is a registered Professional Engineer and Certified Construction Manager.

Keenan Howell

Keenan Howell
Director of Communications

Mr. Howell has served as Director of Communications since November 2006. Prior to joining the Service Authority, he was Communications Director for the Latin America Bureau of the United States Agency for International Development. Before entering international development work, Mr. Howell was a television news reporter and a radio news announcer. Mr. Howell received a BA in Communications from George Mason University.

Doug Shoop

Tony Piccione
Director of Information Technology

Mr. Piccione has served as the Director of Information Technology since July 2019. He began his career with the Service Authority in 2006 as Systems Administrator before serving as Network Services Manager and Deputy Director. Mr. Piccione is a Cisco Certified Network Professional, Microsoft Certified Systems Engineer and VMware Certified Professional.

Director of Operations & Maintenance

Mr. Shoop has served as the Director of Operations & Maintenance since September 2019. He began his employment with the Service Authority in 2011, having previously served as the Deputy Director of Engineering and Planning and as the Operations and Maintenance Collection and Distribution Manager. Prior to his employment with the Service Authority, Mr. Shoop was the Utility Systems Maintenance Supervisor and a Project Manager for Loudoun Water. His career includes service in the U.S. Marine Corps, consulting engineering, and utility engineering and management. Mr. Shoop received his BS in Civil Engineering from The Pennsylvania State University and is an alum of Leadership Prince William. He is a registered Professional Engineer and a Certified Construction Manager.

Jeanetta Williams

Jeanetta Williams
Director of Data Management

Ms. Williams has served as Director of Data Management since October 2018. She began her career at the Service Authority in May 2017 as Deputy Director of Data Management. Prior to joining the Service Authority, Ms. Williams was the Enterprise Programs Manager and Stormwater Utility Manager for the City of Suffolk, Virginia. Ms. Williams received her BS from Old Dominion University and a Master’s in Public Administration from the Strome College of Business at Old Dominion University. She is a Certified Project Management Professional and Geographic Information System Professional.
