Environmental Services & Water Reclamation Division

The Division of Environmental Services and Water Reclamation (ESWR) is responsible for the operation and maintenance of the H.L. Mooney Advanced Water Reclamation Facility in order to meet federal and state standards for the treatment and discharge of reclaimed wastewater to the environment. ESWR also monitors the Service Authority’s compliance with environmental statutes, such as, the Clean Water Act, the Safe Drinking Water Act and the Clean Air Act.

Glenn Pearson, Director

Glenn Pearson graduated from Texas A&M University in 1990 with a degree in Civil Engineering. He has been a practicing professional registered engineer since 1996 and spent 25 years as an engineering consultant focusing mainly on design, construction and asset management pertaining to water and wastewater infrastructure, including many wastewater treatment plants among northern Virginia and Maryland utilities as well as the Blue Plains Wastewater Treatment Plant in Washington, D.C. Glenn joined the Service Authority as our Collection & Distribution Manager for the Division of Operations & Maintenance (O&M) in January 2017. He subsequently served as the Deputy Director of O&M, and in May 2023, he was selected as the Director of Environmental Services and Water Reclamation.
