Engineering & Planning Division

The Division of Engineering & Planning is responsible for establishing the short- to long-term infrastructure needs of the Service Authority (SA) and its customers. The Division is also responsible for administering the SA's development process, including plan review and approval, permitting and certification of accounts, and inspection of developer-constructed infrastructure that will be conveyed to the SA for ownership and operation.

Samer Beidas, Director

Samer Beidas has more than 34 years of experience in leading engineering, utilities, transportation and public works programs. Prior to joining the Authority, he was the Public Works Director for the Town of Purcellville and General Manager of the Department of Environmental Services for the City of Falls Church. Mr. Beidas received his bachelor's degree in Civil Engineering and Master of Civil Engineering from North Carolina State University in 1986. He is a registered Professional Engineer in Virginia and is a Certified Construction Manager.
