Payment Options

The Customer Service and Utility Permit counters in the Raymond Spittle Building are open for

in-person transactions from 8 a.m. to 5 p.m., Monday through Friday. Service Authority customers can conduct business transactions with us 24 hours a day through our online customer engagement portal and automated phone system, and can submit payments by mail or at three drop box locations.

We encourage customers to pay electronically and "go green" by signing up for e-Bill to receive an email instead of a paper bill when your monthly bill is ready to view online. Simply log in to your existing account or create a new account, then click on “e-Bill Preferences.” You can also complete the e-Bill section on the back of your paper bill payment coupon. Electronic Payment Options

Credit/Debit Card

Credit/Debit card payments can be made: by phone, or on-line. A $2.75 convenience fee will be applied to all payments made by credit/debit card. This processing fee is charged by an electronic payment vendor and will show up on your credit card statement as a charge from Prince William County Service Authority.

E-Check

Payment by electronic check (e-check) is a free service that can be made by phone or online.

Online: Electronic (e-check) payments can be made online by selecting the customer engagement portal  – Manage Your Account section and click on the Pay Your Bill link on the Service Authority’s home page. You will be asked to sign-in or create an online account.

What is an e-check? An e-check is the digital equivalent of a paper check from your check book. Instead of writing and mailing a paper check, you simply enter your bank’s routing number and your bank account number online and the payment is electronically submitted to your bank for payment.

Recurring Scheduled Payments

Recurring scheduled payments allow you to set up a scheduled payment for a designated amount on a designated date. The recurring scheduled payment can be scheduled for a specific day of the month, or when the invoice is due. There are 4 recurring schedule payment types to choose from:

  1. Pay a fixed payment amount on a selected day: You choose the amount to pay and the date. Please note that this will occur even if the payer has already made a payment.
  2. Pay a fixed payment amount on invoice due date: You choose the amount to pay on the invoice due date. Please note that this will occur even if the payer has already made a payment.
  3. Pay in full on selected day: You choose the date and the amount due is paid automatically. Please note that if there is a zero-balance on the invoice due date, a payment will not be processed. 
  4. Pay in full on invoice due date: The invoice due amount is collected automatically on the invoice due date. Please note that if there is a zero-balance on the invoice due date, a payment will not be processed.

Pay By Text

Text Payments using your mobile phone: Text payments can be made by selecting the customer engagement portal-Manage Your Account section and click on the Pay your Bill Link on the Service Authority’s home page. You will be asked to sign-in or create an online account. Choose the My Profile drop-down menu and select Pay by Text.

EFT through your bank

Electronic payments initiated by your bank may also be a payment option for you. Please contact your financial institution to inquire about Electronic Fund Transfer (EFT) availability, options, and fees.

DRIVING DIRECTIONS TO THE SERVICE AUTHORITY'S MAIN OFFICE

From I-95:

Take exit 158B, Prince William Parkway (Route 294) towards Manassas. Continue on Prince William Parkway for 4.3 miles through the intersections at Smoketown Road and Minnieville Road passing a Sheetz gas station on the left. At the next intersection which has triple left turn lanes, turn left to stay on Prince William Parkway. Continue on Prince William Parkway for about one (1) mile and turn right at County Complex Court, then bear to the right. Our building is located on the right at 4 County Complex Court (Raymond Spittle Building) in front of the water tower.

From I-66:

Take the Centreville Route 28 exit. Follow Route 28 South through Centreville and Manassas Park. Shortly after entering the City of Manassas, turn left from Route 28 (Centreville Road) onto Liberia Avenue (at Manassas Junction Shopping Center). Follow Liberia Avenue until the intersection with Prince William Parkway (at Davis Ford Crossing Shopping Center). Turn left onto Prince William Parkway. Follow Prince William Parkway approximately eight (8) miles to a left onto County Complex Court. Our building is on the right at 4 County Complex Court (Raymond Spittle Building) in front of the water tower.
