Board of Directors

The Prince William County Service Authority (PWCSA) is the largest combined water and wastewater authority in Virginia, serving more than 380,000 customers. The Board of Directors governs PWCSA as the utility fulfills its mandate to provide clean water and excellent customer service, safeguard the public health, and protect the environment. The Board appoints the General Manager, sets policies, and adopts rates and charges. The Board is responsible for authorizing expenditures and legal action, issuing notes and bonds, and approving agreements and contracts as well as the PWCSA Capital Improvement Program and annual operating budget.

The eight members of the PWCSA Board are appointed to a four-year term by the Prince William Board of County Supervisors (BOCS), whose members are elected by the citizens of Prince William County. Each Magisterial District Supervisor nominates one PWCSA Board member to represent his or her respective district, while the BOCS Chairman nominates one PWCSA Board member to represent the County at-large. The BOCS approves each member accordingly.
