Project Description

The Montclair/Four Seasons Water System Improvements Project provides improved reliability to Montclair, Four Seasons, Brittany and Southlake, as well as commercial areas and neighborhoods along Dumfries Road. The three main components of the project include a Booster Pumping Station, Supply Main and Discharge Main. 

Project Status Update

The Service Authority Board of Directors approved the award of the Preliminary Stage Design-Build Services Contract on July 9, 2020. The Service Authority issued the notice-to-proceed to the Design-Builder (ACE/KCI) on July 29, 2020. ACE/KCI will complete 65% design and prepare/negotiate a Guaranteed Maximum Price (GMP) for the project. The estimated completion date for Preliminary Stage Design-Build Services is April 29, 2021. Contingent upon successful negotiations of the GMP and the award of the Final Design and Construction Contract, the estimated final construction completion date is spring 2023.

Upcoming Project Activities

Planned activities through November 2020 include the following:

Interstate-95 (I-95) Water Supply Casing Pipe Investigation: The Design-Builder (ACE/KCI) is scheduled to complete the I-95 Water Supply Casing Pipe Investigation from October 19, 2020, through November 6, 2020. For this process, a test pit will be excavated to determine the location of the casing pipe and to remove the ends of the pipe for Closed-Circuit Television (CCTV) inspection. After the CCTV inspection, the location will be marked and the test pit will be backfilled. This work requires a three- to seven-person crew, along with a mini-excavator, a small generator, off-road personal vehicle and small tools. This work will require 10 to 15 work days, between 7 a.m. and 5 p.m.
